4,773 drug users complete rehab in Ilocos Norte

LAOAG CITY—4,773 drug users who surrendered to the police have completed their Community-Based Rehabilitation Program (CBRP).

Community-based rehabilitation to a drug user is evidence-based interventions the community or local government unit provide to basic support system to them. The CBRP training consists of 13 modules, a drug user needs to complete.

Of the total 6,277 individuals who surrendered to the Philippine National Police as of September 30, 2017, the Provincial Social Welfare and Development Office (PSWDO) recorded a total of 4,773 persons who already completed their CBRP training.

Provincial social welfare and development officer Corazon Lillian Celia Rin confirmed this on following the October 2 joint Peace and Order Council and Provincial Anti-Drug Abuse Council meeting held at the Capitol auditorium where she provided updates on treatment programs conducted by local government units here from April to September, this year.

Based on the PSWDO record, San Nicolas town is among the first to implement the CBRP where 110 persons who use drugs participated in a two-day Lenten retreat with the help of religious groups in April 2017. They also underwent moral recovery program. Then, a month later, they rained at least 142 of the total 476 who surrendered in San Nicolas town as emergency responders in times of natural calamity and they are also helping in the clean-up drive program of the municipality.

Of the 21 towns and two cities of the province, only the towns of Bangui, Dumalneg, Badoc, Banna and Paoay have yet to launch the CBRP training for persons who use drugs, Ms. Rin added in her report.

As of September 30, 2017, the Ilocos Norte Police Provincial Office led by provincial police director P/Sr. Supt. Jose Melencio Nartatez Jr. reported that they have cleared 430 or the 513 affected barangays. Ilocos Norte has 557 barangays. An affected barangay means there is an identified drug user or pusher.

With President Rodrigo R. Duterte’s ongoing war on drugs, it prompted LGUs to conduct CBRP training to handle hundreds and thousands of drug users seeking to reform their ways.

Examples of activities under community-based rehabilitation LGUs here conduct are skills trainings on goat-raising, cookery, carpentry, mushroom production, Zumba dance, and other sporting activities.
