Laoag City—The city government here found Brgys. Salet-Bulangon and Balatong as possible sites for a sanitary landfill.

This came after the planned partnership with the Government of Laoag Employees Development Cooperative (GLEDCO) to build and operate a sanitary landfill at Brgy. Lagui-Sail here was cancelled.

City assessor Engr. Ruben Domingo said soil-testing was already conducted on the Brgy. Salet-Bulangon site. The Mines and Geosciences Bureau (MGB), however, has not issued the test result yet.

Mr. Domingo added that during the MGB testing in the said barangay, they pointed out that the 3.3-hectare land area is small for a landfill. They also noticed that some residential houses are also near the site.

The assessor disclosed further, that he, along with the MGB personnel, visited the ongoing construction of a sanitary landfill in San Nicolas, Ilocos Norte. They then recommended that the Laoag landfill be built near the San Nicolas landfill since they already conducted soil-testing in the area. The San Nicolas landfill is located at Brgy. San Marcos in San Nicolas, Ilocos Norte.

After the MGB testing, the Laoag government searched for another location which later became Brgy. Balatong. The said Laoag barangay is adjacent to Brgy. San Marcos of San Nicolas, Ilocos Norte.

Mr. Domingo added that they identified a possible 6 hectares of lot at Brgy. Balatong. He said he already visited the lot and has talked with some of the landowners.

“Iti pagpintasan na ket bassit la iti kasarsarita ta diay tallo a parcela ket maymaysa akin bagi ken dagitay daduman ket willing da metten,” Mr. Domingo said.

He stated that they may again asked the MGB to test the soil in the alternate area. He, however, stressed that Laoag mayor Chevylle V. Fariñas still needs to approve the new site.

He added that the city government will also need to consult the barangays residents. He also mentioned that there were no residential houses near the planned site.

Meanwhile, assistant city engineer Manuel Aurelio said the project would cost at least PHP161 million. He said the estimate came from sanitary landfill experts.

To contain the city’s waste, Mr. Aurelio said they are digging a temporary containing area for residual wastes within the vicinity of the controlled dumpsite. This will still need the Dept. of Environment and Natural Resources’ approval.
