Laoag City names best barangays for 2015

Laoag City—The city government here awarded the cleanest, greenest, most productive and safest barangays for 2015.

The awarding ceremonies was held February 23, 2016 at the City Hall in time for the ABC (Association of Barangay Councils) Night, a part of the month-long Pamulinawen Festival.

Barangays 54B (Camangaan), 57 (Pila), and 52A (San Mateo) finished in a triple tie for the rural category; while Barangays 28 (San Bernabe) and 3 (Nuestra Sra. Del Rosario) tied for the top prize in the rural category.

All the top winners received P75,000 in cash, a plaque of recognition and a trophy.

Finishing as runners-up in the rural category are Barangays 50 (Buttong) and 30A (Suyo), second; and Barangays 53 (Rioeng) and 45 (Tangid), third. In the urban category, Barangays 20 (San Miguel) and 15 (San Guillermo) shared second place; while Barangay 26 (Sta. Cayetana) took third.

Second placers received cash prizes of P50,000 while the third placers took P30,000.

Rural barangay finalists were Barangays Navotas North, Cavit, Madiladig, Zamboanga, Bacsil South, Sta. Maria. Balatong, Araniw, Salet Bulangon, Nangalisan A, Casili, Sta. Rosa, Raraburan B, Nangalisan East, Vira C and Balacad; while the urban barangay finalists were San Isidro, Sto. Tomas, Nra Sra De Consolacion, Sta. Angela, Nra. Sra. De Natividad A, Nra Sra Natividad B, San Jose, San Pedro, San Agustin, Sta. Marcela and San Guillermo.

All the finalists received P10,000 cash prizes.

Meanwhile, the city government also awarded the “Most Child-Friendly Barangays” during the same event. Emerging as winners are Barangays 1 (San Lorenzo) and 52A (San Mateo) for the urban and rural categories, respectively. Each received P5,000 in cash prize and a trophy.

Named runner-up are Barangays 3 (Nuestra Sra. Del Rosario) and 20 (San Miguel) in the urban category; and Barangays 45 (Tangid) and 60B (Madiladig) for the rural barangay. Second placers received P4,000 in cash prizes, while third placers were given P3,000.

While Barangays 3 Nra. Sra. Del Rosario and 20 San Miguel won 2nd and 3rd placers for the urban and 45 Tangid and 60B Madiladig for the rural and each of them also received P4,000 and P3,000 respectively.

Other finalists are Barangays 28, 12, 21, 15, 10 14 and 23 in the urban category; and Barangays 30A, 55B, 55 C, 57, 51A, 52B and 39 for the rural category.

Barangay 1 (San Lorenzo) which is a national finalist in the Most Outstanding Lupong Tagapamayapa search, again took the top prize in the Best Lupong Tagapamayapa search. Barangays San Mateo and 3 placed second and third, respectively. The cash prizes were P5,000, P4,000 and P3,000 for the top three.

Barangays 15 San Guillermo, 33B La Paz and 4 San Guillermo were the other finalists.

Barangay San Mateo Punong Barangay Noel Daquioag thanked the city government for the recognition of being the cleanest, greenest, most productive and safest barangay under the rural category.

Mr. Daquioag said the award would not be possible without the cooperation and unity of all his kagawads, treasurer and secretary but most especially, his constituents.

He said that P75,000 cash prize will be used for their clean-and-green projects; peace and order program and others related to the award.

According to Mr. Daquioag, there was no major innovations in his barangay pertaining to the award, however, he explained that they managed funds for what they are specifically intended to be better last year.

Despite being the smallest rural barangay, Mr. Daquioag proudly announced that they are also a “giant barangay” in terms of numerous projects. Among those they completed last year was an eco-park, the ongoing construction of barangay community center and the proposed construction of new day care center and senior citizens building.


The ongoing P1.3 million construction of the barangay hall is now 80 percent completed. Mr. Daquioag expressed hopes it would be completed this year.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax.
