Bangui municipal hall padlocked as cops serve mayor’s suspension order

Bangui, Ilocos Norte—The municipal town hall was padlocked on Tuesday, June 23, as members of the Philippine National Police along with provincial legal officer Jason Bader Ll. Perrera were on their way to serve a preventive suspension order to the local chief executive of this town.

As municipal employees were trapped inside, the Special Weapons and Tactics (SWAT) team of the police forcibly opened the side door of the municipal hall to personally serve the order at the Mayor’s Office, with Bangui Mayor Diosdado Garvida inside the building.

After a close-door meeting with Mr. Garvida, acting police provincial director Albert Ocon and Mr. Perrera were able to convince the mayor to accept the order and leave his office peacefully.

Upon the recommendation of the Ilocos Norte provincial board, Governor Ma. Imelda “Imee” R. Marcos suspended Garvida for two months effective June 22, 2015.

“In view of seriousness and gravity of the charges filed against in the administrative case filed before the Sangguniang Panlalawigan in connection with the complaint of Vice Mayor Fidel Cimatu, et. al, and in order to preserve the integrity of the records of the municipality of Bangui, you are hereby preventively suspended for two months pending investigation of the formal charges,” said Ms. Marcos in her Memorandum No. 0216-15 addressed to Mr. Garvida on June 22.

By law, Mr. Perrera said the vice mayor automatically becomes the new recognized ‘acting mayor’ after Mr. Garvida’s suspension took effect.

Earlier, Mr. Cimatu and members of the town council filed Administrative Case No. SP-06-2015 against Mr. Garvida for the unauthorized construction of a new welcome arc at the Bangui view deck to replace an old welcome arc damaged by crew members of the North Luzon Renewable Energy Corporation during the transportation of its wind turbines to Brgy. Caparispisan in Pagudpud. Prior to its project implementation, Mr. Cimatu claims the town council has not authorized the municipal chief executive to enter into a negotiation agreement with NLREC.
