Bangui mayor suspended anew

Bangui, Ilocos Norte—Barely three months after serving a six-month suspension, Bangui Mayor Diosdado Garvida faces another suspension order from the provincial government.

A two-month preventive suspension order is on tap for the Bangui mayor after members of the Bangui Sangguniang Bayan led by Bangui Vice Mayor and council presiding officer Fidel Cimatu filed an administrative charge against him.

Ilocos Norte Vice Governor Eugenio Angelo M. Barba confirmed this on June 16 after signing a provincial resolution suspending Bangui Mayor Disodado Garvida so as not to “influence the investigation of an administrative case filed against him at the provincial board.”

Mr. Garvida’s suspension stems from the construction of a new welcome arc at the Bangui view deck to replace an old welcome arc damaged by crew members of the North Luzon Renewable Energy Corporation during the transportation of its wind turbines to Caparispisan, Pagudpud town. Prior to its project implementation, Mr. Cimatu said the town council has not authorized the municipal chief executive to enter into a negotiation agreement with NLREC.

In October 2014, Ilocos Norte Governor Ma. Imelda “Imee” R. Marcos upon the recommendation of the Sangguniang Panlalawigan suspended Mr. Garvida for six months for gun-toting and indiscriminate firing incidents. His suspension however was reduced to five months as Garvida made an appeal to the Office of the President in Malacañang.

In an interview, Mr. Garvida said the actuation of the Bangui town council is only meant to harass his leadership.

“They are the ones harassing me. The authority to negotiate with an investor should initiate from me and not from the town council. I should not be preventively suspended as they have all the time to get all the evidences they want when I was suspended,” Mr. Garvida said in a radio interview.

As Mr. Garvida have yet to receive the official suspension order, he said his legal counsel is now preparing an appeal to prevent his suspension anew.
