Slaughterhouse modernization next

Batac City—Mayor Jeffrey Jubal Nalupta announced that a new police station building will soon rise at the city government-owned lot within the Batac Public Market compound.

On June 8, 2015, members of the city council unanimously approved a resolution authorizing the mayor to donate an area of 1,000 square meters of the city owned lot in favor of the Philippine National Police (PNP).

Mr. Nalupta said a surveyor assisted by Batac police chief P/Supt. Reynaldo Ogay surveyed the area for a type A police station building.

Mr. Nalupta said the resolution passed by the city council will be the basis in the donation of the lot.

He added that a deed of usufruct is not allowed by the PNP as it was the first concern of the city government. The PNP explained that they cannot build a PNP building unless the lot is under the name of the PNP.

Therefore, the mayor thru the city council passed a measure for a deed of donation for a type A police station building.

It was learned that then municipal government of Batac executed a deed of donation equivalent to 1,300 square meters in favor of the PNP but since it was not legally transferred, there was a re-conveyance on the property.

Reacting to this, Mr. Ogay thanked the city government for this project. He said the type A station is intended for a city compared to the present police station which is small and congested.

Mr. Ogay expects that a building official from the PNP regional office will arrive very soon for inspection of the proposed building.

Meanwhile, the mayor disclosed that the lot would serves as the city government’s counterpart for the project unless the PNP asks for additional assistance. He also stressed that it would be the PNP which will be in charge of the construction.

Slaughterhouse modernization
Meanwhile, the Batac government is also pursuing the modernization or construction of a new slaughterhouse at Barangay Barani here.

The mayor personally visited the existing city-owned slaughterhouse on its current location since as of this time, the city government has no record of any deed of donation of the lot where it is situated. The heirs or survivors of the heirs are reportedly still willing to donate the lot.

However, at the back of the lot, the city government owns lot with an area of 2,200 square meters.

The mayor said the National Meat Inspection Service (NMIS) is expected to give a grant for the modernization of the city’s slaughterhouse.

He further stated that this would be the first and most modern slaughterhouse in Ilocos Norte if it will materialize.

Aside from the NMIS grant, the city government has also allocated a budget under the capital outlay in 2013 or 2014 for the said purpose with the amount of P5 million.

In behalf of the meat vendors here, Batac councilor Elmer Pungtilan who chairs the committee on market and slaughterhouse, also expressed their gratitude to the city government for this proposed project.

Mr. Pungtilan revealed that presently, the city slaughterhouse lacks water supply though the city government is presently looking for the possibility of adding wells because of the heat and effect of summer.

Mr. Pungtilan added that the problem has already reached the mayor and as this developed, the mayor made a request letter directed to the Bureau of Fire Protection to deliver water at least twice a week to the city slaughterhouse to augment their water supply.
