In honor of the heroes who brought freedom, fame and glory to the province as well as to the country in the past century, the Provincial Government of Ilocos Norte (PGIN) through the Education Department and Sirib Youth Office launched the second batch of Ilocano Heroes Walk on March 10, 2015.

Ilocos Norte Governor Ma. Imelda “Imee” R. Marcos led other local officials, teachers, students, visitors as well as tourists in the unveiling of the busts of five Ilocano heroes at the Sirib Mile.

The Ilocano heroes include Pedro Bukaneg, father of Ilocano literature; Pedro Mateo and Saralogo Ambaristo, leaders of the Basi Revolt; Valentin Diaz, treasurer and co-founder of the Katipunan; and Jacinto Caoili, poet and author of famous literary works such as ‘Pasyon’ and ‘Urbana at Felisa.’

Sirib Youth Office Coordinator Joaz Lagundino said, “The event aims to strengthen the awareness of the Ilocano youth on their own history as well as to further inspire them to pursue great achievements for the community.”

Modern Heroes
During her speech, Ms. Marcos recognized the contribution not only of the Ilocano heroes from the past such as Juan and Antonio Luna but also of today’s heroes, emphasizing on the Philippine National Police-Special Action Force heroes who sacrificed greatly during the Mamasapano encounter early this year.

She cited and honored the late SPO2 Omar Nacionales as well as the “living heroes” SPO1 Allan Lampitoc Franco and SPO2 Jovalyn Lozano, who both personally attended the event, for “exemplifying the definition of heroism in this modern day.”

“This is to recognize who are living, surviving and continuing to fight for all of us. We’re very proud of them and we want them to know that even if we have very little opportunity to show our thanks, we thank them for keeping our country safe,” she added.

After the formal blessing and inauguration, elementary students competed for the ‘Banuar nga Ilocano’ [Ilocano hero] Dramatic Monologue Contest wherein Jacob Philip Galzote of Badoc South Central Elementary School bested other 10 contestants with his portrayal of Saralogo Ambaristo.

Mar Louie Asuncion [portraying Valentin Diaz] of Mariano Marcos State University Laboratory Elementary School placed second while Frizelle Cabardo [portraying Pedro Mateo] of San Isidro Elementary School in Bangui gained the third spot.

The first batch of Ilocano Heroes Walk was inaugurated through the initiative of Ms. Marcos on December 5, 2013 as part of the celebration of the Tan-ok ni Ilocano Festival of Festivals.

Learning community
MS. Marcos stressed that learning in Ilocos Norte nowadays not only happen inside the classrooms but also outside, with the establishment of “outdoor classrooms” like the Heroes Walk (that) teach and everyone, especially the students, the spirit of being an Ilocano.

“In every town of Ilocos Norte, it is a learning community—learning from everywhere, learning from the trees and nature, from our senior citizens who have within them the secret of the culture and nature of what it means to be Ilocano,” she said.

Believing that “each generation has its own definition of heroism”, Ms. Marcos encouraged the Ilocano youth to unleash their heroic potentials, lead transformation in the province and make their own immense contribution for Ilocos Norte and the whole world.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress.
