Fariñas being considered for Comelec chair post

Laoag City—Rep. Rodolfo “Rudy” C. Fariñas (Ilocos Norte, 1st district) is among four people being considered for the top post in the Commission on Elections.

The others are Rep. Rufus B. Rodriguez (Cagayan de Oro, 2nd district), Land Transportation Franchising and Regulatory Board (LTFRB) chairperson Winston Gines and Joey Peñafrancia. The Comelec top post became vacant after the retirement of erstwhile chairperson Sixto Brillantes.

In an interview, Mr. Fariñas said he welcomes the announcement and it would be up to Pres. Benigno Simeon C. Aquino III to appoint the election body’s chairperson through an executive order.

He added that he believes the Comelec top post as well as other vacant posts in the poll body should be filled immediately since the next national elections is fast approaching. Two commissioner’s posts are also vacant.

As for the procedure for the appointment, Mr. Fariñas explained that whomever President Aquino appoints would automatically be resigned from his current government position.

He expounded further that if he is chosen, he will automatically be resigned as representative and a special election for the first district may be called.

“If the vacancy arises at least 12 months before the next election, ag-election nukwan, or call the house wennu Congress didiay, or caretaker mabalin met,” Mr. Fariñas said.

“I will cross the bridge when I get there,” Mr. Farinas reacted if he will be chosen as next Comelec chairperson.

The Comelec chairmanship is for seven years, or until 2022.

Mr. Fariñas however stressed that he is more focused on his current work as representative.

He also disclosed that some of his colleagues at the House are pushing him for the post but he emphasized that he had not applied for the position but his name has come up among the choices.


Aside from the Comelec vacancies, the Civil Service Commission and the Commission on Audit also has vacancies in their respective top posts.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax.
