LC proposes P576 million annual budget for 2015

Laoag City—The city government’s executive branch has submitted its proposed budget for 2015 to the Sangguniang Panlungsod.

The proposed budget for next year totals P576,074,622.31.

City budget officer Carlina Cumigad said the proposed budget is specifically categorized as P461,051,436.27 for the general fund and P115,023,186.04 for economic enterprises.

The proposed budget is expected to be culled from local revenue sources as estimated by the city treasury office and the city’s internal revenue allotment share. City officials estimate the IRA share for Laoag next year to be P340,269,755, an increase of P42 million from this year’s IRA share of P297,943,386.

Ms. Cumigad added that compared to the current budget, next year’s proposed budget would be less by P15 million. She cited the unrealized revenue projection for the Laoag City General Hospital as the main reason for the decrease.

The budget officer is hopeful the city council would pass the budget before the end of 2014.

Should the budget not be passed in time, Ms. Cumigad said the city would have a re-enacted budget but only for the salaries and for miscellaneous and other operating expenses (MOOEs).

The proposed budget has the LCGH, engineering, health, mayor’s and general services offices with the highest allocations.

Meanwhile, Laoag councilor Shirley O. Sin said she has not received a copy of the proposed annual budget yet. Ms. Sin is the council’s finance committee chairperson.

She said they need to study the proposal but added that there may no longer be major discussions since they were all present during the budget hearing conducted earlier.


Department heads however would still be required to defend their respective budgets should they be summoned for questions and clarifications.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes.
