ABSENT:

   WHEREAS, rapid growth and development has recently occurred in the City of Laoag with the influx of big commercial establishments;
   WHEREAS, the demand for the expansion of the commercial zone in the locality has become more imperative;
   WHEREAS, to meet this demand there is a need to amend the Comprehensive City Zoning Ordinance of the City of Laoag;
   WHEREFORE, upon motion of Hon. Franklin Dante A. Respicio, duly seconded by Hon. Shirley Ong Sin, the body, resolved as it is hereby resolved to enact the following:

“AN ORDINANCE AMENDING APPENDIX “B”, TITLE I – URBAN CORE, SUB-TITLE 2 – GENERAL COMMERCIAL ZONE, PARAGRAPH I - C1 DISTRICT OF CITY ORDINANCE NO. 2004 – 018, SERIES OF 2004 (AS AMENDED) OTHERWISE KNOWN AS THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY OF LAOAG”
BE IT ENACTED THAT:

   Section 1. Appendix “B”, Title I – Urban Core, Sub-title – General Commercial Zone, Paragraph C1 District, is hereby amended to read as follows:
   “26. All Residential 3 (R3) blocks bounded on the North by Gen. Antonio Luna Street, on the South by J.P. Rizal Street, from Don Severo Hernando Avenue on the East until Don D. Flor Street on the West.
   All Residential 3 (R3) blocks bounded on the North by J.P. Rizal Street and on the South by F.R. Castro Avenue, from Bishop Victorino Street on the East to M.J. Guerrero Street on the West.
   All Residential 3 (R3) blocks bounded on the North by Gen. Antonio Luna Street and on the South by F.R. Castro Avenue from Damaso Samonte to Tomas Fonacier Street.”

   Section 2. Any Ordinance or part thereof inconsistent with any of the provisions of this Ordinance is hereby repealed or amended accordingly.

   Section 3. This Ordinance shall take effect at the end of posting as provided in Sec. 511 of R.A.7160   
   Carried.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”. SPO1 Allan Lampitoc Franco of Banna, Ilocos Norte and PO2 Jovalyn D. Lozano of Adams, Ilocos Norte receive a resolution of commendation, a certificate of college scholarship grant to their family members and a P20,000 cash incentive each from the Provincial Government of Ilocos Norte represented by Governor Imee R. Marcos and Vice Governor Angelo M. Barba in recognition of their bravery and heroic acts in the Mamasapano clash in Maguindanao on January 25.
