Laoag City—The Energy Development Corporation through its EDC-Burgos Wind Power Corporation (EBWPC) donated at least P2 million worth of building materials and relief packs in support of the Ilocos Norte Provincial Government’s relief efforts to help victims of typhoon “Mario” here.

On October 1, about 1,800 pieces GI sheets with complete TEX screws from EBWPC and 2,000 relief packs from a television network’s charity organization were turned over by EBWPC to the Provincial Social Welfare Development Office (PSWD). Ilocos Norte Governor Ma. Imelda “Imee” R. Marcos was present to personally receive the donation.

A total of 1,581 households will benefit from these building materials and food packs particularly those from the towns of Adams, Pagudpud, Bangui, Dumalneg, Burgos and Pasuquin. The materials were distributed Oct. 3.

“We support the relief efforts of the Provincial Government and of the Governor. We trust that our contribution would alleviate the suffering of the people of Ilocos Norte who fell victim to the wrath of typhoon Mario,” said Reman Chua, EBWPC’s business unit head.

Ilocos Norte was the worst-hit province in the Northern Luzon region in terms of agriculture and infrastructure.

“EBWPC, in behalf of the whole Lopez Group, believes in the resilience of the Ilocano people to overcome any adversity,” Mr. Chua finished.

At present, EDC is developing a 150-megawatt Burgos Wind Project (BWP) in Burgos, Ilocos Norte. BWP is expected to generate approximately 370 GWh annually, enough to supply the energy demand for approximately 1.5 million households. It will augment the Luzon grid’s dependable capacity which needs an additional 4,200 MW in the next ten years. It will also displace 129,000 tons of carbon emissions that will mitigate the effects of climate change.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. Currently, there are several income tax reform proposals pending in both houses of Congress. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
