PGIN beings early packing of relief goods

LAOAG CITY—As the typhoon season shifts gear, the Ilocos Norte provincial government began taking steps to pack and preposition needed relief goods in different parts of the province.

As early as July 24, 16 provincial government employees from the General Services, Administrative and Provincial Social Welfare and Development Offices went to set up the Takuat Training Center in San Nicolas, Ilocos Norte to serve as temporary warehouse. The San Nicolas center will store sacks of rice, canned goods and basic grocery items.

Franz Allen Adena of the PSWDO said about 1,000 of relief packs are already prepared for distribution. A relief pack for every family beneficiary is composed of 2 kilos of rice, 450-gram coffee creamer, 50-gram coffee, 2 canned meat loaf, 2 canned sardines and 1 kilogram of sugar.  

Upon packing the relief good items, these were immediately distributed to the various municipalities and cities of Ilocos Norte to augment the relief efforts of the municipal government units.

So far, the PSWDO said they had already delivered relief stocks in the municipalities of Pasuquin, Currimao, Solsona, Pagudpud and Nueva Era.

For his part, provincial administrator Windell D. Chua, in his capacity as chairperson of the newly-organized Provincial Resiliency Task Force said that a more pro-active response on disaster preparedness is needed to develop resilient communities here.

To date, the PRTF has already formed at least seven clusters strategically located in various parts of Ilocos Norte to provide immediate assistance in times of need.

Mr. Chua said each cluster with a designated team leader is complemented by equipment, medicine, and support from the agriculture, peace and order, evacuation sectors among others. 


Prior to the activation of these cluster barangays covering highly vulnerable areas, the provincial administrator said a drill will soon be conducted to actually demonstrate how will this operate and respond during emergency situations.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax. All of them, according to Dr. Manasan, have the same objective of addressing the phenomenon of bracket creep, which results from “non-indexation to inflation of personal income tax brackets”.
