Ilocos Norte day-care workers undergo capacity building training

Recognizing the vital role of day-care center (DCC) workers in providing interventions to children in their early years, the Provincial Social Welfare and Development (PSWD) office said continuous training on capacity building is a must.

This summer when children are on vacation, a series of events are offered to DCC workers in the province to improve their teaching competencies.

In partnership with a children’s book publishing corporation, Lilian Rin, provincial social welfare and development officer said St. Matthew’s Publishing Corporation based in Metro Manila will conduct the training among Ilocos Norte Day Care workers here.

Founded in 1989, St. Matthew’s Publishing Corp. is one of the fastest-growing companies in the field of educational publishing.

Specifically, the training aims to enhance the learning experiences of DCC workers through interactive teaching techniques such as songs, dances, poems including preparation of program materials using readily-available indigenous materials in the community.

According to Rin, the department encourages the use indigenous materials as a way of promoting social services and appreciation of what is within the community where these children live.

A week ago, another training was conducted on the use of DCC books on story telling.

In support of the Early Childhood Care and Development [ECCD] program, local government units here have allocated funds in providing intervention services for young children to improve their quality of life.

One way of doing so is the provision of sponsoring capacity building trainings for DCC workers to improve their teaching skills.


Under the ECCD program, services include pre- and post-natal care, immunization for children and mothers, growth monitoring and promotion, nutrition education and counseling, micronutrient supplementation, complementary feeding/food assistance, psychosocial stimulation and early education, pre-school, parent education, home and community food production, and other social services.

PIDS expert says income tax cuts justified; warns gov’t of revenue loss

Proposals to amend the personal income tax schedule appear to be well-justified. However, these proposals should include measures that will allow government to recover the revenue loss from lower income taxes. Dr. Rosario Manasan, senior research fellow of state think-tank Philippine Institute for Development Studies (PIDS), said at a seminar sponsored by the Philippine Senate, that government should look for new revenue measures to compensate for the projected revenue loss that will arise as a result of the implementation of any of the various proposals to restructure the personal income tax.
