All set for INEC polls this November

Dingras, Ilocos Norte—Ilocos Norte Electric Cooperative (INEC) officer-in-charge Engr. Felino Herbert Agdigos announced that the elections for district board members have been set for the four Saturdays of November.

Agdigos said the INEC screening committee have been accepting candidates for the first district election set for the Badoc and Pinili district on November 9.

This will be followed by the Marcos, Banna and Nueva Era district on November 16; the Pagudpud, Burgos, Adams and Dumalneg district on November 23; November for the San Nicolas and the southern part of Laoag City district.

Agdigos said that there will be no problem as far as the names of member-consumers is concerned because it is being updated regularly.

As of press time, INEC-ISD manager Menchie Cariaga said only former Joseph Vergel Calajate, son of the incumbent INEC board member Virgilio Calajate who has filed his candidacy for director of the Badoc and Pinili district.

The screening committee will determine if the candidate is qualified under the requirements set forth by the National Electrification Administration. Should the only candidate for the said district is deemed not qualified, INEC will report to NEA that there is a failure to hold elections for the district. NEA, would then either set another election date or a director would be appointed. Another option is for the incumbent director to resume in a holdover capacity.

Cariaga said the screening committee will convene seven days before the election and two days later will be announced the qualified and disqualified candidates.

Meanwhile, INEC board president Reynaldo M. Lazo disclosed that NEA has allowed the multiple conduct of Annual General Membership Assembly (AGMA).

With this development, Lazo said that this will be taken up during the coming board meetings as to when and where it would be held for the whole month of December.

The new ruling, Lazo said, aims to give chances to member-consumers to attend the AGMA and for INEC to bring it closer to the people.

He cited an example that if the board decided to hold an AGMA in Batac for the second district, a similar AGMA would also be held for the first district.

However Lazo said this would still depend on the INEC board’s decision on how many assemblies they would hold.

The new NEA ruling also states that electric cooperatives must target at least five percent of the total member-consumers to attend the general assemblies.

Records show that INEC has around 130,000 member-consumers. Five percent of this would be 7,500. This is the target attendance of INEC. Past general assemblies were attended by 4,000 to 5,000 member-consumers.
